Southern Cayuga Central School District budget approved by voters On Tuesday, May 21, Southern Cayuga residents voted to approve the district's 2013-14 proposed budget, with 349 voting in favor and 140 voting against it. The $16.4 million budget carries a 3.8 percent spending increase over the current year and a 2.0 percent increase in the tax levy. The tax levy increase is below the allowable limit set by New York’s tax levy limit law. “We want to thank the members of our community who turned out at the polls and voted today,” said Superintendent Patrick Jensen. “Despite significant mandated cost increases, administrators and the Board of Education made a conscious effort to draft a budget that preserves academic programs in our schools.” Voters also approved: A $415,000 proposition to purchase four school buses, with 337 voting in favor and 140 voting against it.
A proposition to replenish the district's repair reserve fund by $130,000, with 368 votes in favor and 111 against.
A combined budget of $58,650 for Aurora Free Library and Hazard Library, with 326 votes in favor and 149 against. Three candidates also were elected to the Southern Cayuga Board of Education. Voters elected Ann LaFave (345 votes), Larry VanDeValk (303 votes) and Susan Gloss (302 votes), each of whom will serve a three-year term, beginning July 1. |

SC Board of Education adopts 2013-14 budget proposal |

On April 8, the Southern Cayuga Board of Education adopted a $ 16,403,438 budget proposal for 2013-14 that increases spending 3.8 percent resulting in a 2.0 percent tax levy increase. A public hearing on the budget is scheduled for May 13, and district residents will vote on the proposal May 21.
The district's estimated maximum allowable tax levy increase is 2.44 percent, according to the state's Property Tax Levy Limit Law.
The Board of Education began discussing the 2013-14 SCCS district budget in mid-December. The process has been challenging as the district has assessed the impact of significant cost increases in the areas of teacher and staff retirement contributions, workers' compensation and benefit expenses. The cost of the district's state mandated contribution to teacher and employee pensions, health insurance, salaries, benefits, and workers' compensation are expected to go up by $506,866. To offset this dramatic increase, the district is proposing more than $152,000 in staff reductions.
Throughout the budget process, the SCCS Board of Education has discussed district reserves and the relationship between our reserves and a healthy credit rating. Maintaining a healthy credit rating will allow the district to access more competitive rates in regards to long-term borrowing for capital improvement projects.
During the past year, the district has spent over $135,000 for domestic water infrastructure repairs. The project included the installation of two new pumps, repairs to our 10,000 gallon water storage tank, and the replacement of the water softener system. As a result, the district's repair reserve has been greatly diminished and the Board of Education is proposing to replace the expended funds with restoration aid provided by the state.
The district has two main sources of funding - state aid and the tax levy - which is the amount of revenue a school district collects through local property taxes. According to the SCCS proposal, state aid would account for about 49 percent of the district's revenue, and the tax levy would account for about 46 percent. Other smaller sources of funding account for the remaining revenue.

Phase II of the $5,608,000 SCCS Building Capital Project, approved by voters in October 2011, began in October 2012 and is currently well underway with work that can be completed while school is in session. This includes renovations to many areas within the junior & senior high school. The renovation work being completed will enhance instructional programs, including renovations in science, music, art and library spaces for grades 7-12. Some of the work will address aging facilities that are beyond their useful life and/or not cost-effective to repair. This includes the auditorium stage floor (summer 2013), equipment in the pool filter room (April 2013), and air handling systems. The following areas are nearing completion within the next few weeks: the kitchen classroom, GED classroom, as well as the band and choral classrooms. Renovations to the IT office/conference room and library offices/classroom are just underway, with completion slated for April 2013. The remaining areas outlined in the Phase II renovations in the junior & senior high school include the art classrooms, high school library, and science classrooms and will be under construction during April, May, and June, respectively. All work contained in Phase II of the SCCS Building Project is scheduled to be completed by September 2013. As always, throughout the building project, our students' safety and security are extremely important. Our general contractor, board members, architects, administrators, and engineer meet on a bi-weekly basis to ensure the project continues to move forward and is completed with the highest industry standards in craftsmanship and safety.
